South Korea's democratic system is vulnerable to populist inclinations. It is still healthier than was expected.

The country is searching for a new development paradigm. The Confucian culture, which stresses respect for ancestors as well as gendered family relationships, continues to be influential in the society. There are indications of a secularist cultural trend that is emerging.

Origins

The Korean peninsula was inhabited from Neolithic times onwards. As Korea enters a post-crisis phase its development model appears to be changing. The people who are affronted by the huge cost of the old system are urging an extensive program of liberalization in capital as well as labor and product markets. On the other hand, people who support the old system attempt to preserve it through nationalist sentiments, and by stoking fears of job loss.

Analysts and academics are divided over the extent to which Korea's development is being driven by these two trends. This article focuses on the five phases of Korea's development in terms of its political development: illiberal democracies (1945-60), democratic autoritarianism (1961-72) authoritarian exceptionalism (1972-1877), democratic paternalism (2001-2002) and democratic participation (2002). This article also highlights significant factors that may be shaping these processes.

Creationism in Korea

In South Korea, 26 percent of the population is Christian. The creationists have been successful in promoting their beliefs to this group. A survey conducted in 2009 revealed that nearly one-third of respondents didn't believe in evolution. Of those who voted, 41% stated that there was no scientific evidence to support the theory; 39% said it contradicted their religious beliefs. 17% said they did not understand it. This level of disbelief approaches that in the United States, where a similar percentage of people do not accept that humans evolved from earlier types of life.

In the past, the anti-evolution campaign in Korea focused primarily on the education of students and bringing Christ to them. In 1980, a four-day creation science seminar was held in Seoul during the World Evangelization Crusade. Drs. Henry Morris and Duane Gish of ICR as the keynote speakers. This event was attended by a large audience of scientists, professors, and church leaders.

The success of this event resulted in the creation of the Korea Association of Creation Research (KACR) on January 31st 1981. The meeting was covered extensively in national newspapers including The Korea Times, Chosun Ilbo and The Korea Times.

KACR began publishing a monthly newsletter, CREATION, which published its activities and published articles on the scientific evidence supporting creationism. It also translated a number of slides and film strips from ICR and also some books on creationism which were already published outside of Korea. KACR members taught throughout the country at universities and churches.

A KACR success was observed at KAIST University in Seoul. Students at the KAIST university in Seoul were so interested in creationism, they raised money and got support to build an enlightened museum on campus.

In addition to its public activities, KACR publishes a bimonthly news magazine, CREATION, which covers topics in the field of creation science, and it has sponsored a series of lectures by ICR staff. It has also established a network of local branch offices that give talks and seminars to schoolchildren and other community groups.

The evolution of South Korea

In the latter half of the 19th century and into the early the 20th century, Korea moved toward a Westernised lifestyle. The traditional Korean dress, the hanbok, was replaced with miniskirts, and other foreign fashion elements. In the same way, traditional Korean music styles were replaced by contemporary rock and roll and jazz. In this period the famous samulnori or masked dance dramas, were popular with the public. These dramatic pieces were performed with the accompaniment of shaman drums as well as various types of musical instruments.

Korea's new development model is being created in the wake of the economic crisis. The primary challenge for the new regime is to find an equilibrium between market-oriented and state-led policies. It also requires a change in the incentives, monitoring, and disciplining policies that shaped the system prior to the crisis. These issues are discussed in Chapters 3 & 4.
